114th International Labour Conference

Proud to represent the Malta Employers’ Association at the 114th International Labour Conference in Geneva, where our delegation — composed of Ivan Refalo, Kevin J. Borg, and Joseph Farrugia — actively contributed to discussions on Social Dialogue and Tripartism.

Following an intervention on collective bargaining coverage, Joseph Farrugia was invited by the Employers’ Group to participate in the drafting committee responsible for shaping the conclusions of these discussions.

Speaking on the issue, Mr Farrugia emphasised an important distinction:

“Collective bargaining coverage should not be confused with trade union density. Confusing the two risks creating precedents that could encourage concepts of compulsory membership across different jurisdictions, potentially undermining the fundamental right to freedom of association.”

The discussions at the Conference continue to highlight the importance of balanced, evidence-based approaches that respect fundamental rights while strengthening effective social dialogue and labour relations.
